The Adams County Funding Catalyst helps fund homelessness solutions in new, sustainable ways. Instead of relying only on donations, we pilot projects that create earned revenue — allowing support for these efforts to grow and reach more people across Adams County over time.
We do this by starting with small pilot projects that solve real problems and can generate income. With guidance from our Advisory Board, we test what works, then reinvest the proceeds into larger homelessness solutions across the county. This approach helps ensure the work can continue — even when economic or funding conditions change.
Initial pilot concepts under consideration include:
Training and employing local residents experiencing homelessness in community improvement projects — such as landscaping, litter removal, and basic building repair — fostering community pride while creating pathways to stable employment.
Outcomes:
Delivers cleaner spaces, reduces recurring maintenance costs, and moves people from crisis response into employment.
Building career pathways in the green economy by training participants in solar installation and other clean energy projects. This will provide small businesses with access to affordable clean energy while creating sustainable, future-oriented jobs.
Outcomes:
Lowers long-term energy costs for small businesses while building a local, future-ready workforce.
Partnering with health care providers in Adams County to divert frequent guests who are unhoused to medical respite, or transitional or permanent supportive housing.
Outcomes:
Reduces avoidable emergency room use, lowers healthcare system costs, and improves outcomes for frequent guests.
By aligning funding with local strategy through the Adams County Funding Catalyst, these initiatives deliver measurable financial, operational, and social returns — reinvesting savings and value back into the systems that keep communities healthy, safe, and economically strong.
